I watched a video of the RoboDK app with a blue guidebook, but I did not find that icon. When can I enable that option?

I believe you are referring to the RoboDK Tutorial addin:
https://robodk.com/addin/com.robodk.app.robodktutorial

If so, you can reinstall it to open it automatically. Or you can select Tools-Add-in Manager and enable it there.
