alt key shortcut for reference frames

alt key doesnt allow for movement of reference frames, just produces a visual glitch and no movement of frames

Can you provide some sort of print screen or screen recording?
I never saw such an issue in the past.

And what happens if you manually select the "move frame" option from the tool bar?
